After all this time, I still reference this article for postgresql configuration. Configuring postgres is really not hard on ubuntu. But, user permissions, access and creation can really trip up a newbie for a while. Unless that newbie finds an article of this quality. Then they are treated to an easy spoon-feeding of exactly howto. The rest of the article I do things a little differently.
